Commission 1 of the Lebak Regency DPRD held a hearing (RDP), responding to paid socialization activities packaged in village financial management strengthening activities.
For information, the activities of the village heads were carried out at the New Ayuda Puncak Bogor Hotel for hundreds of Kades Head of Village, village secretaries (Sekdes), village officials and linmas, taking place in the first week of December 2024.
The activity was illegally funded by the Village Budget (APBDes), which raised many public questions in Lebak Regency and ended in a hearing held by Commission 1 of the Lebak Regency DPRD.
The RDP held by Commission 1 of the Lebak DPRD on Thursday, January 9, 2025, invited the event organizer (EO) PT. Cikal Gemilang Teknologi (CGT) and CV. Lingkar Studi Desa (LSD).
PABPDSI, DPMD, Inspectorate and APDESI of Lebak Regency. However, PT CGT and CV. LSD and the Lebak Prades Corps did not attend the invitation from Commission 1 of the Lebak DPRD, even though they had been invited to come.
The RDP was led directly by Bangbang SP, Chairman of Commission 1 of the DPRD, in the RDP the origin of the initiative to budget training costs entitled "Jaga Desa" which was initiated by the AGO and reached the Lebak District Attorney's Office, so that the initiators took the initiative to budget training activities.
On that occasion, the Chairman of Commission 1 of the Lebak DPRD asked the Head of the Lebak Inspectorate, H. Rusito, about the legal standing of the Prades capacity building training activity.
According to Rusito, the activity is indeed very much needed by village government administrators (Village Heads, Village Apparatus and BPD). However, the capacity building activity must be in accordance with applicable regulations.
When asked whether it was permissible to borrow from the village cash account for payments to third parties (PT/CV) to personal accounts in the activity, Rusito answered that it was very high risk.
"That was the result of an evaluation conducted by the inspectorate," said H. Rusito.
Meanwhile, the Head of Commission 1 of the Lebak DPRD, Bangbang, said that his party had heard the aspirations of PABPDSI and promised to collect evidence first.
"We will study the documents first and later we will submit them to the chairman and leadership of the council.
Regarding the special committee itself, we will wait for direction from the chairman of the council, whether a special committee needs to be formed or not.
Today we have received an initial picture so that we can discuss it later and study it," said the head of Commission 1 of the Lebak DPRD.
On the other hand, the Head of PABPDSI Lebak, Saepuloh explained that the BPD was not facing off with the village heads or was not in confrontation with the village heads.
"We only want to know the initiator who made the idea for budgeting the activity, we actually want to protect and strengthen the village so that the village does not become an object and a cash cow for irresponsible individuals," said Saepulloh.
Saepulloh assessed that the activities carried out by the organizers were full of irregularities, there were allegations of pressure on each village for budgeting and payment, and the mechanism had violated regulations, be it the Minister of Home Affairs Regulation, Minister of Village Decree, and Regional Regulation, plus the unclear implementation of the activity which did not meet the requirements as a training organizer institution.
"We assess that there is inefficiency and maladministration and administrative defects," said the Head of PABPDSI Lebak.
"It has been several times on various occasions that the event organizer company has not attended, this is an invitation from the DPRD, an honorable forum, they should respect this forum, not just not attend," said Saepulloh.
Therefore, added Saepulloh, PABPDSI encourages the Lebak DPRD in accordance with its authority to form a special committee, so that they have more freedom to investigate who was involved in the activity.
"We hope that with the formation of a special committee, this problem will be open and clear and we can find out who the real actors are behind all of that," he concluded.**
